With both the viewport active and the Layer Properties palette open, scroll over to the right of the Layer Properties palette and you should now see more options than you would if you didn’t have a viewport active. Then open the Layer Properties dialog palette (command alias LA). To check to see if there any overrides, go to the layout tab and viewport where the override is and then double click inside the viewport to activate it. You can make the layer not show (as I think this is what you are dealing with) and also change the color, lineweight, linetype…) If you do not want these overrides, try using the command/system variable VPLAYEROVERRIDESMODE to 0 (zero). It sounds like you have a “Viewport Layer Override” This is where you can control a layer’s properties within that single viewport. This tab of the ribbon displays differently depending on whether Model Space or Paper Space is active. In AutoCAD 2013, you now have a new tab on the ribbon called “Layout” (Shown below). With the new addition of the panel in the “View” tab that only pertains to Model Space viewports, you might want to know where to set your Paper Space viewports.
